They doesn't conform to a human's weak body, but it's still different from a true god. Perhaps, only the 14th and final Herscherr of the End can pose a great threat to the Chief Gods here.

This will cause massive casualties due to the unexpected attack. Her best friend, Jinguuji Marimo, also died in that event.
After that, their base would suffer yet another attack, but it'll be dozens of times worse than the last attack. Once they're thorough with all of those, the final operation, one that would determine humanity's next action, would begin.
If it succeeds, humanity wouldn't need to initiate Alternative Plan V, and instead fight against these monstrosities!
"We'll accelerate Operation Ouka once I release the new generation TSFs that I developed." Kouzuki decided to do this in the end.
