Most Elite trainers only have between 3 or 4 main Pokémon that they actively train and give valuable items. Only the very strong Elite Trainers or Rich Trainers can afford to train more Pokémon.
The main reason is that it is usually better and more efficient to have 3 Silver Pokémon than 6 Bronze Pokémon. Although it is possible to buy 6 Silver Pokémon, it is too costly for a trainer.
