In this world, the increase is much lower and depends on the move mastery.
Crobat flew high in the air, and Scyther slowly increased his speed.
Before Scyther was done with Agility, Crobat dived quickly in Sycther's direction.

Crobat crashed into Sycther's shield and failed to break through the shield.
