Each stage has levels, Qi Condensation is from level 1 to 9 and all other stages have low/medium/high levels.
The middle plane where our MC is cannot hold a cultivator at the Ascension stage. Those ascending need to go to a higher plane
The lower plane have few cultivators and it cannot hold the Nascent Soul stage
