Alex is sure that the reason Giovanni has his own rookie tournament is that the Alliance was able to find a lot of talented rookies with the help of this tournament, and he wants to copy this success too.
Alex lost to Maria and can't take part in the Boss tournament. But he can still take part in the Kanto rookie tournament since he has a new Alliance ID. Alex decided to take part in this tournament and to prepare for it here 10 days before he goes to Celadon City to register for this tournament.
Although Alex is not sure that he will be able to win this tournament, he thinks that he can make it into the top 10 relatively easily. And with that, he will win many valuable prizes.
The reason Alex thinks this is simple. Only trainers who are 17 years or younger are allowed to take part in this tournament. The reason why Alex doesn't presume that he can win is that some trainers start training their first Pokémon at the age of 13-14. Some start even earlier.
Although Alex is sure that he can defeat most of the trainers of these "experienced" trainers, there are some genius trainers who have managed to train their starter Pokémon to the elite rank within these 2 to 3 years of training time. For example, Brock (16) trained his Onix to the Elite Rank 3 years ago and was able to secure second place in this tournament.
When Alex has to fight such Trainers, he doesn't think he has a high chance of victory.
